Program Eligibility

The New York City Department of Transportation has secured additional funding for the Hunts Point Clean Trucks Program (HPCTP). The Round 4 funding aims to replace and improve the emissions of up to 100 older diesel trucks.

The HPCTP incentive rebate funding is for businesses that operate within, or regularly travel to, the South Bronx communities of Hunts Point and Port Morris. The HPCTP will replace older Class 3 to Class 8 trucks with a model year 2016 or newer truck with a U.S. EPA 2010 emission compliant or newer diesel engine or alternative fuel engine (hybrid diesel-electric, compressed natural gas or battery electric truck). Funding is also available for the installation of diesel exhaust retrofit technologies.

Updates have been made to the HPCTP application, fact sheet and the rebate funding matrix. The 2017 rebate incentive caps range from $10,000 for a Class 3 diesel fueled truck up to $30,000 for a Class 8 diesel fueled truck. The 2017 rebate incentive caps range from $17,000 to $90,000 for an alternative fuel replacement truck. Scrapping of the older truck being replaced is required. Diesel exhaust retrofit technology rebate amounts will be reviewed on a case-by-case basis.


The Hunts Point Clean Trucks Program is designed to target older trucks that serve the food distribution facilities and local businesses in Hunts Point and Port Morris. By targeting older trucks and replacing them with new diesel and alternative fuel trucks, the local community will benefit from the use of new trucks with cleaner engine emission standards.

To ensure the benefits of the Program continue to improve local air quality in the Hunts Point and Port Morris communities, the Hunts Point Clean Trucks Program has specific eligibility guidelines for program participation.

Hunts Point Clean Trucks Program participants are subject to the Federal Highway Administration’s Buy America Provision.

Important Program Information

If you apply for rebate funding through the Hunts Point Clean Trucks Program, please keep in mind the following information.

  • All completed applications will be considered on a first-come, first-served basis. Only applications that are considered complete will move forward.
  • Truck substitutions will not be made for the qualifying truck(s). If a qualifying truck is removed anytime during the HPCTP grant funding review, approval, processing, and/or scrappage, the HPCTP funding allocation will be forfeited. Substituted trucks must be submitted under separate application and will be considered with all other complete applications on a first-come, first served basis.
  • A five (5) year program commitment from the participant is required for truck replacements. A three (3) year program commitment is required for truck exhaust retrofit technology installation.
  • For the duration of the program commitment, the Participant Replacement Truck or Qualifying Truck with an Exhaust Retrofit Technology installed, must perform regular operation in the Hunts Point and/or Port Morris Communities by maintaining seventy (70) percent of the total vehicle miles traveled within the Tri-State area of New York, New Jersey, and Connecticut state geographic boundaries, and must operate within the Hunts Point and/or Port Morris communities at least two (2) times per week each year.
  • Applicant understands that vehicle safety enhancements are required to be installed and maintained on each Replacement Truck and Qualifying Truck with an Exhaust Retrofit Technology installed. Required safety enhancements include side mirrors with split mirror design, cross-over mirrors, passenger door down view mirror, a backup alert system, and side guards.
  • Applications are being sought from independent owner operators (IOOs), fleet operators, local businesses, truck leasing companies, and others that meet program requirements.
  • You may not order or purchase any Replacement Truck or exhaust retrofit technology prior to obtaining an executed Participant Agreement and approval from the NYCDOT or HPCTP Administrator. Any new truck or exhaust retrofit technology purchased prior to Participant Agreement execution is ineligible for the incentive rebate.
  • You may not scrap a truck prior to obtaining an executed Participant Agreement and approval from the NYCDOT or HPCTP Administrator. Any truck scrapped prior to Participant Agreement execution is ineligible for the rebate incentive.
  • Rebate amounts will be distributed to the participant dealership, original equipment manufacturer or exhaust retrofit technology vendor after the new truck or exhaust retrofit technology is delivered to the applicant or installed on the applicant’s truck.
  • Applications submitted with altered language or forms will be void.
  • The approved rebate amount shall apply to all other government financial purchase contributions.
